Speaker, a person who presides over a deliberative assembly, preserving order and regulating the debates. The speaker of the House of Representatives appoints all committees, usually in consultation with the leaders of the majority and minority parties; he exercises the absolute power of recognition of any one among members rising to debate the question before the House. This results in the speaker exercising a controlling influence over legislation.
